How to do Weather Dynamics?

Hey guys, I am wanting to create a cinematic fly through sequence that showcases the different weather elements within the map. The way I want to showcase the weather is to start off sunny then it gets stormier with the clouds, lighting, wind and rain increasing and then it goes back to sunny. This will happen over a certain amount of time so we can see the transition between each phase smoothly while the fly through is happening.

So the reason I am posting this is that I need some help with the weather effects I am wanting to achieve due to the fact I am fairly new to the unreal 4 engine. If anyone knows how I can do this successfully that would be a huge help. If you need anymore information just ask and I will get back to you as soon as possible.

rain -
other effects - take a look at this project: https://forums.unrealengine/showthread.php?42092-Community-Project-WIP-Weather-amp-Ocean-Water-Shader&highlight=ocean+project

Is it possible to create that rain in Unreal Engine 4 as that is what I am using at the moment?

It works nearly the same as shown in the upper video (they just use the UE3)
Otherwise create the rain with a particle system
