FRotator’s have a Pitch, Yaw and Roll. These are 3 float values.
Your WaveDirection is an FVector2D, which uses 2 floats. You will either want to do:
WaveDirection.X = WindDirection.Yaw;
or
WaveDirection.Y = WindDirection.Yaw;
