How to add an extra bump on top of existing material?

Hello, I am trying to add an extra bump details on the side of my tire.

My tire object has 2 UVs. 1st is for basic texturing and covers whole tire. 2nd UV is to add extra details on the side of the tire (text, brand, sizes etc). Why not only 1 UV? Because extra details are being added from a grayscale rectangle image that 100% represents only the side text of the tire. At least that’s how I always do in Blender Cycles renderings.

Now trying to apply the same idea here in UE. Here’s what i’ve come up so far! Though problem I am facing is that with normal map it doesn’t stand out as much as i would like to. Maybe someone could suggest a better way? Using displacement or something? I dont know how it should look in UE.

PS I am not looking for efficiency, it’s for presenting my 3d render only. No game optimisations needed. Thank you so much!

really noone?
