I have checked engine source code for 5.4 and the links appear to go to a plugin which is check for existance and it segmented indirect links to pick up the binary.
If you slow down and step the video they are inputing into an extra front panel allocated to Cyberpunk game not actually Unreal 5

NVIDIA DLSS Ray Reconstruction is still in early access and not yet part of the DLSS plugin package. Check out https://developer.nvidia.com/rtx/dlss/get-started you can also sign up to be notified once it is publicly released.
Are there plans to make this work in the unreal editor viewport ?
