How do you fix artifacts caused by motion blur?

This is a problem I have searched all over for an answer to but haven’t found one. My game has a 3d interface and a weapon attached to the camera. However, when I look around or move, artifacts appear around the sparks and the interface. This video shows the problem I am having.

I’ve looked all over the place on the internet but I haven’t found a good solution to this. I’ve tried other motion blurs as well but it still occurs. Does anyone know how to fix this on Unreal Engine 4?
