How do I make a color cycle effect for an object in UE4.25?

I’ve been trying to make this color cycle effect for a rectangle object and I tried following this tutorial that was going pretty well until it told me to use matinee. Unfortunately, matinee is gone is 4.25 and I haven’t found any other tutorials that don’t involve the use of matinee.
The effect I’m after looks like this.
I’m quite new to Unreal as well, so the easier the tutorial, the better. However, help of any kind is appreciated!

Hi - matinee has been replace by the ‘level sequencer’ which is very similar.

Although, I have to say that would not be how I would attempt this. It look like it would be a lot easier with a material.

I can’t find anything unfortunately, but it would be to do with emssives, material instances and transforming UVs.
