I’ve been getting these artifacts every time I start a new project. Did everything I could. I turned off TAA/TSR and disabled every setting, testing whether it was the problem or not, but I keep hitting a dead end every time.

You mean the sort of shuddering of the edges of the meshes?
It’s quite normal, and wouldn’t happen in a packaged game, with vsync on.
In the meantime, you can turn on vsync in the editor with the console command
r.VSyncEditor = 1
Nope, still not it.
Something new I discovered is that it only happens when global illumination is on high to cinematic.
