How do animations work in VR?

What’s up everyone my question regarding Virtual Reality are characters animated the traditional way with 3d softwares like Blender, Maya, 3ds Max, etc or do the players actually control the characters from the start without the characters having their own preset animations?

Come on guys I’m just looking for an answer that I’ve yet to find anywhere else online so please stop ignoring my threads for goodness sake.
