Currently the best I have been able to do is make it cast only an indirect shadow, but that’s not enough. I basically want to create a bounce card that casts no shadows whatsoever. If I turn off all shadows, it stops reflecting light.

You can select the mesh you want to be the bounce card and in its Details panel under Lighting you can select the option for Shadow Indirect Only. This will not take the mesh into consideration for shadow casting but still allow the indirect lighting to be baked that you need.

It still casts an indirect shadow, IE: it still occludes the skylight.
I’m not seeing the same issue, at least with the setup that I have. I will need you be more specific with your setup along with screenshots of what you’re seeing that is the issue before I can look into this more.
I’ll need to know your specific light settings, skylight settings, image of the issue with both enabled and disabled using the Shadow Indirect Only.
I’m only using a very simple scene with a bounce mesh for indirect lighting. It’s perhaps not going to show the issue you have in my setup.
