How can I create a speed effect like in "Hot Wheels Unleashed 2"?

Hi! I want to create a speed type effect like in Hot Wheels Unleashed 2 with a Post Process material or if you know another method is even better.
I’m not good at making materials so if you can give me some advice, a tutorial or if you know a product from the marketplace.

He uses sharp lines, but you can put smooth noise texture (baked texture is faster than unreal noise node) and get a similar result as your reference.
