HordeAgent does not detect self-contained packaging correctly

Steps to Reproduce

  • Deploy HordeAgent using a self-contained publish package.
  • Such agents do not present themselves as being self-contained.

This discrepancy breaks conform because JobDriver cannot be launched. The horde-agent-* update package obtained from HordeServer is also incorrectly identified as not being self-contained.
