I dont see what the problem is in the images. SSR is about reflections, not lighting and quality - 100 should give you less noise with reflections. Do you have reflection capture spheres in the level?
You should use spherical captures in addition to SSR, just for an extra kick.
Another thing, when you shift to 100% quality on ssr the roughness function yelds different results.
This means that to see more clear reflection you should lower your roughness values to match the increased reflection sensitivity.
