Hair physics question - how to tame it down, turn it off, or ApplyHairSpray(hair) ?

Here’s the problem I’m having:

This is the character while standing still, wearing the Hair_S_Updo groom. I’d like to be able to calm this hair down. The character is being animated in a Sequence, and the root is animated. I’ve tried turning off physics in both hair groups (Group_ID_0 and Group_ID_1) contained in the groom file:

But this does nothing, that I can tell. I’ve also tried turning off physics in the character’s event graph:

But this seems to be the wrong function to call for turning off physics in a groom.

Any other ideas? Thanks in advance for any help, anything … anyone … Bueller?
