Summary
Before version 39.30, guards set to team “neutral” would remain neutral to a player unless provoked (attacked, etc.) Now, guards on team “neutral” will attack the player even when no action to provoke the guard has been committed.
Also note: I also have “allow hire conversation” checked. The second screenshot shows the “conversation/NPC” icon on the minimap even when the guard is attacking.

Steps to Reproduce
- Place a guard spawner
- Set team to “neutral”
- Start game
- Peacefully approach the guard
- See the guard is alerted/aggressive with a “?” or “!”
Expected Result
Guards set to team “neutral” should be neutral unless provoked
Observed Result
Guards set to team “neutral” are always alerted/aggressive
