Fresnel normal

Is there a way to control the rotation/direction of the normal for Fresnel?
For example, in Blender, we had Normal node that we put in Fresnel and we can shift the fresnel direction/rotation

You can use Fresnel material function instead of material expression. It will give your control over normal and what not.
