Foliage tool still broken

Steps to Reproduce

To Make sure that my custom made stones are not the cause of this problem I recreated the effect with a default cube:
-In modeling mode create a 20 cm big cube.
-Center it’s pivot
-Add it as foliage
-In the foliage tool, paint it with a density of 300 and a random pitch angle of 259 ( Random Jaw checked on). Minimum scale set to 0.5, max scale to 1. These settings are appropriate to paint small pebbles.
-Notice that a z offset of zero works as expected.
-Set the z offset to negative values. In the second image attached the z offset is minus 10. Some cubes arfe embedded down, others begin to rise up.
-Set the z offset to -30. Now the cubes start to fly above the landscape.

Expected Result

The cubes should be deeper embedded into the landscape when the negative z offset is set higher.

Observed Result

The cubes get raised higher with higher negative z offset values.

I have documented this bug a few months ago, unfortunately it has not been addressed yet. I think this is a crucial feature in UEFN and hope that this detailed post will help the dev team at Epic. Thanks so much folks!
