Foliage not rendering unless SUPER close

Does anyone know what this could be happening.
I have the culling set to disabled.
I cant find any settings to change this. For some reason all the grass foliage becomes some ugly, flat, low detail mesh until i’m right up against it.
The development machine im on is just a gaming laptop, but im feel like im not doing anything super intensive, and the fps is still at 60.
Any help or requesting more information to help me solve this is appreciated.
