Foliage issue with cull distance volume.

I have a problem when I use foliage and cull distance volume together.
My level is very wide, and I have 5 foliage actors in various sizes.
and cull distance volume covers the entire level.

The problem is, the foliage actor disappears under the influence of the cull distance volume. The reason why multiple foliage actors need to exist is because there are multiple people working on the level.
Therefore, I would like to make sure that the foliage actor is not affected by the cull distance volume.

Is this possible?

*Additionally, I think the Foliage actor is different in size depending on the distance.
