EyeAdaptationQuality on 4.22 is dark

In UE4.22 when r.EyeAdaptationQuality is set to any setting other than 0 the render becomes quite dark. This issue wasn’t present in earlier builds of the engine. Our high quality graphics settings were setting r.EyeAdaptationQuality to 2, and our low settings were setting it to 0 (to mimic sg.PostProcessQuality).

The project has been recently upgraded to 4.22 from 4.20, a new project was created and content was migrated across, it was not converted in place.
