Hello Epic Games Support,
We are having an issue transferring a UEFN project between two teams and it seems to be blocked by the content service.
Here is the full context:
I created a custom map for a friend and transferred the project to a team where:
- My friend is the Owner
- I am an Administrator
My friend now wants to transfer this project to another team where:
- The same friend is the Owner
- I am also an Administrator
When we tried transferring the project through the Creator Portal, we received this error:
backend returned unexpected error
errors.com.epicgames.content-service.cannot transfer
After that, we tried transferring through this site:
The transfer still failed, and after this attempt the project ownership changed (project ownership, not team ownership).
Now when we try transferring the project, both through the Creator Portal and the content service site — we consistently get this error:
Unable to transfer project because has_active_campaign
errors.com.epicgames.content-service.cannot_transfer
Both the owner and I have full permissions on both teams, but the transfer is blocked in all methods.
Our goal is simply to transfer the project from a Team to another.
It does not make sense for this to be related to a paid or active promotion/campaign, because this map has not been published yet.

Steps to Reproduce
Open Creator Portal
Select the project
Attempt to transfer the project to the team
Receive cannot_transfer error
Receive has_active_campaign error
Attempt the same transfer via the content service website and get the same error(s)
Expected Result
The project should successfully transfer from a team to another since both teams have the same owner and full administrator permissions.
Observed Result
The transfer fails in all methods with errors related to cannot_transfer and has_active_campaign, blocking the project from moving between teams.
