ERROR PACKAGE Log.WriteException: ArgumentException: An item with the same key has already been added

Hi there! I created a new blank project based on templates on UE 4.26.2 and 4.27.2 without nothing more added, just the template. No special plugins added, no plugin carpet additional on each project, just the clean start template from UE. The problem is when I try to package this clean projects, this error message stop the process “Log.WriteException: ArgumentException: An item with the same key has already been added.” I read about many ways to solve this but nothing works for me. Probably anyone can help me please. I’ve got other projects with the same problem but I decide to start a new one to discard any particular problem with the projects I have.
I attached my log file if someone can check it out.

I’m pretty sure it’s an engine level problem, not project.

I had this error when I had two copies of the same plugin, in the plugin hierarchy, under different folders.
