Epic Games Launcher shows no Engine Versions and fails to install Unreal Engine

Summary

I created a new Epic Games account today and installed the Epic Games Launcher on Windows. The Engine Versions section in Unreal Engine > Library is empty, and clicking the + button does nothing. Clicking Install Engine results in “Product Activation Failed! Error Code: E150-1041”. The Unreal Engine EULA does not appear in the Launcher or on the Unreal Engine website. The launcher log contains “Loaded 0 item files” and “found 0 entitled apps”. I have restarted the Launcher, run it as administrator, cleared the web cache, and tried the Samples workaround. The issue persists.
