Epic can fix Perth’s ping right now if they wanted to, they just haven’t bothered. They found the time and money to sort it out for Dallas though. AWS Local Zone gives those players way lower ping even though they’re nowhere near the main NA servers. Perth’s got the exact same setup sitting there right now, doing absolutely nothing. They’d lease the AWS Local Zone infrastructure in Perth first, then configure and activate Fortnite’s servers on it, same steps they took for Dallas. So there’s nothing stopping them.
