did not solve issue. First time installation of unreal engine, when I launch the editor, I get an error box that looks encrypted.

Its not encrypted though you can be forgiven for thinking it. Its a graphical anomally of some sort. Have you considered reinstalling or updating graphics drivers?
The words are there just stretched and blurred, if you zoom out far enough you can kind of read it but need good vision 
Anyway GPU drivers is a good start!
