Emmisive material looked pixelated and not emitting any light towards the environment?

Hello i’m very new to the community and my knowledge of unreal engine is pretty basic. I was wondering if someone can help me out on how to approach emmisive material in unreal engine the correct way?

My reference for style is from Journey, Sky: Children of Light, and any contrast light based game (since I’m going to put this scene in a blue dark gloomy Night Time)
I would really appreciate if someone can explain the approach and the workflow? wether I should use Dynamic Lighting or Baked Lighting? what kinds of node should I put in the material editor? etc.
