Summary
The Down But Not Out Device settings do not work, I tried settings Shadedown and Carry but they don’t seem to work.

Steps to Reproduce
1 Place a DBNO device with settings: ShadeDowns FALSE
2. Start a game with 3 players and make sure it is a 2v1 by using team selector device for example (see video)
3. Knock someone and shake down
Expected Result
You cannot shake down or carry

You can shake down or carry

Tried to change several settings like class and enabled during phase and enabling disabling, but did not fix it. Might be related to this in 31.10:
