Does UAbilitySystemComponent::ReplicationProxyEnabled prevent the ASC from replicating to simulated?

Is this comment correct in saying that this entire ASC will not replicate to simulated proxies? Searching for its references shows that it’s only used in UAbilitySystemComponent::GetReplicationInterface(). Searching for references of this function shows that it’s only used in determining if GameplayCues should be multicasted through the OwnerActor or the AvatarActor. However none of this prevents the entire ASC from replicating to simulated proxies.

Perhaps this comment is from legacy functionality or is used elsewhere in Epic’s internal projects?
