I had the same issue recently Using 2022.2.2 I was experimenting with lighting and shadows while using path tracer mode. I didn't really know what I was doing or researching what I was doing (just trying things). Probably not a good thing to do on a live project. Anyhow I switched on "volumetric shadows" for some omni lights. I ended up with these fog banks like you are seeing. My fog banks remained after I turned off the volumetric shadows (after reading about what they were expected to be used for). The fog still persisted. Finally I deleted all the omni lights in my project and the fog bank disappeared. Perhaps give that a try.
