Does my spesification is very good for developing game high class in UE4?

I have looked into the specifications that you have provided for your laptop and, though most of your specs meet or surpass the recommended, You still may experience a bit of choppiness due to the GPU being a slight bit below the recommended. Rendering in the UE4 is heavily reliant on the GPU. This may cause a slight dip in performance.
You could, if you wanted, test out the engine for a month, cancel your subscription, and continue to use UE4. Cancelling your subscription does not block use of the Engine, but you will not be able to receive any future updates, unless of course you re-activate your account.
If you do see a dip in performance, you can adjust the Scalability settings here:
