Does engine scalability affect the final product?

I have my engine scalability settings on medium. Does that mean that when I export a game to play it outside of the editor it will also be on medium settings or is it always the highest quality?

I’m not sure if UE will automatically scale to the end user’s machine. It’s best to give them the option:
