Differences between Niagara System fixed bound and Emitter fixed found

I’ve got some issues probably due to my poor knowledge about the differences between System and Emitter bounds.

Basically the issue is about the usage of Niagara Effect Type (NET) with more than one culling check active. So in this situation the NS is visible only if the System Fixed Bound is set.
If there is Just one culling check in the NET, the System Bound can be deactivated and the grater emitter bound “works” like the system one.
I’m little bit confused…

The other question is: why I have to use or can use both System and Emitter bounds?

I thought that using emitter bounds of different sizes would allow emitters with smaller bounds to be culled out within the system, but this is not the case.
The bigger one cull all the system and the smaller one is still visible (also if the fixed bound is smaller and is not visible in the frustum).
