When using multiple Details panels, the Details panel can begin jittering/flickering after interacting with the lock symbol on another Details panel.

Steps to Reproduce
Open a second Details panel.
Lock one of the Details panels using the lock icon.
Select different actors/devices in the Outliner.
Interact with the lock symbol on the other Details panel.
The Details panel begins jittering/flickering continuously.
Also have the 2 details panels on 2 monitors.
Expected Result
Locked and unlocked Details panels should update correctly without any visual issues.
Observed Result
The Details panel starts jittering/flickering, making it difficult to edit properties or use the panel normally.

Additional Notes
The issue appears to be related to the lock icon functionality when multiple Details panels are open. It may be caused by the panel repeatedly refreshing or fighting between locked and unlocked selection states. Looks like it was a old bug as well - Details Panel jitters
