Decoupling Engine Components into individual VSProjects &| Replacing UBT/UHT

I’m currently working on replacing the UE BuilD Tool entirely and decoupling all the engine components and plugins into seperate VSProjects.

I just wanted to see if there has been a previous effort on this front. I’ve seen some posts on the official forums attempting to remove all non-Windows platform related code, but ultimately giving up.

Figured I can’t be the only person who thought of doing this.
