Using a custom npc_behavior to drive the characters logic, built in fortnite characters have local avoidance but a custom character does not.

Steps to Reproduce
Create a custom NPC character definition. Create logic so the NPC will chase the player. Create 2 NPC spawners, one using a default Fortnite cosmetic character and one using a custom blueprint character. Observe the custom NPC does not have local avoidance, but the Fortnite character does.
Expected Result
Custom characters should benefit from the same local avoidance logic as a default character
Observed Result
The Fortnite character will be able to navigate around eachother to reach a destination. Custom character get stuck on eachother and potentially never reach their destination.
