Culling and fustrum problem with disappearing lights

whats the appropriate way to force like a full rendering?

im not sure if i have the right specific term either

the viewport when i move around the level will go pitch black
unless something that reflects light is close by in the viewport
and somewhat dominant in the view

i guess its the directional light that disappears

all i can find is this, same problem

its definitely not attenuation though

i was looking for the explanation of the mechanism so i can defeat it

it seems like its a dynamic contrast thing on viewport/camera
there are no post processing volumes

i need to go roam around the level to add things but i cant see

ah the answer is AUTO EXPOSURE i believe
its got bias cranked or something
