CRT screen shut off effect

I’m trying to make a CRT style screen shut off effect with materials. something like: tv turn off effect - YouTube
I’m fairly new to working with materials. I’m trying to figure out how to wipe a texture to the center with it being black on the outsides but can’t figure it out. Can someone help me out?

Are you trying to do it to the whole screen or part of it?
