Crossplatform way for separating graphic quality. How to achieve it?

I have MP project. It works and connects players PC < - > Phone < - > Quest 3.
It works. Because of mobile and VR, i use baked lighting.
But can i for PC users use Lumen without losing MP possibilities?

What is the best way, level streaming, data layers, device profiles e t.c.

Can you be more specific? Only one file “DefaultScalability.ini” can do this job?
