[critical] memory calculation broken when using streaming unless using Client only visible

memory calculation is stuck at 0% with streaming enabled unless enabling “Client Only Visible” but it makes everything glitchy and lag you through everything

Steps to Reproduce

have a br sized island with around 75k actors and have streaming enabled with correct settings (cell size 25600, Loading range 12800. and first make sure to have “client only visible” disabled wich will result in a infinite looping memory calculation, if enabling “client only visible” it will result in a successful memory calculation, this is not how it should be working, there is definitely something wrong here, and changing the streaming settings like cell size does not fix the glitchy world

Expected Result

memory calculation should be working without the need for enabling “client only visible”

Observed Result

memory calculation only works if streaming is disabled or when enabling “client only visible” with streaming enabled, this is not how this worked before !

this was tested with multiple different platforms
