Summary
There has been a long-standing issue with the Permissions system in Fortnite Creative that has existed for several years.
Currently, permissions cannot be reliably assigned to a specific individual player. The available permission settings effectively require the creator to make the permissions Public, which grants the selected permissions to everyone instead of only the intended player.
This makes it impossible to properly give specific players access to certain Creative tools or permissions while keeping those permissions restricted from the rest of the lobby.

Steps to Reproduce
Create or enter a Fortnite Creative island.
Open the Creative permissions/settings system.
Attempt to give a specific player a permission.
Try to restrict that permission so only that player can use it.
The permission cannot be properly assigned exclusively to that individual.
Setting the permission to Public grants it to everyone instead.
Expected Result
Creators should be able to select an individual player and grant them specific Creative permissions without giving those permissions to every player in the session.
For example:
Player A: Has the requested permission
Player B: Does not have the permission
Player C: Does not have the permission
Observed Result
The permission system does not properly support individual player assignment. In practice, the creator has to set the permission to Public, causing every player in the session to receive the permission.

Additional Notes
This is especially problematic for Creative testing sessions, development teams, and collaborative projects where only certain players should have access to specific tools or permissions.
Considering how long this issue has existed, it would be greatly appreciated if the permissions system could be reviewed and fixed so permissions can be assigned per-player, rather than only globally/publicly.
This issue has been present in Creative for years and significantly limits controlled collaboration and testing.
