Create point cloud asthetics as a Post Process effect

Hi, as I’m not an expert in materials in UE4, I decided to ask here if anyone knows if it’s even possible to create this effect in UE4:


I researched the topic, but I couldn’t find something as a post-process solution instead of scanning the game and adding the point cloud data to the engine.
