Cook fails, shader looking in wrong drive

My hardrive D: with my engine versions and projects failed, with an unable to access notice. I did have command line access and backed up my projects to a new drive.

Launcher is on drive C:

I installed 18.3 to the new drive. It runs from Editor but when I cook for Winfows it fails, the error is it is trying to access the D drive for some shader asset or shader compiler.

I renstalled the launcher, to the F drive where the project is. It still trys to look on the D drive for something.

I went through the project settings and nothing is pointing to the D drive.

The project can cook without issues on my laptop, so its not the project.
