Convolution Bloom has different intensities / dispersion based on whatever resolution the scene is being viewed at.

Convolution Bloom has different intensities / dispersion based on whatever resolution the scene is being viewed at. Why??

I noticed that it looks great at 4k… but if i shrink the window it looks super blown out and bright… I tried it on my laptops 1920 resolution screen at it is blown out and super bright where its all just glare…

So what is wrong here?
