Convert Heightmap to Normal world aligned

Hi,
I’m looking for a way to convert an heightmap into a normal map, but at the same time, have the ability to set this normal map world aligned.
I know we can’t just convert a Texture sample into a Texture object, so I’m a little bit stucked.
