Gimp is a free alternative to photoshop, and blender has built in mesh painting tools, and if you use their material graphs you can create procedural textures that give you automatic edge wear and dirt in the ambient occlusion, and you can bake these out in blender, and paint over them in Gimp. but if you don’t want to mess with procedural textures, you can just bake the Ambient Occlusion in blender and paint on it in Gimp.

Adobe Substance is $170 on steam.
Blender has a texture paint mode.
