I want to be able to change the weather in-game by the press of a button/panel which is modelled in the game to enact multiple pre-computed lighting scenarios such as rain, sunny, night, dusk etc…
Is this possible?..

Everything you want to do is possible. You just need to learn how to fake a lot of stuff and whatever you have into consideration, try it. This question itself is vage since there is a million things you could do to make this happen and a lot of ways to make it happen.
