Cascade Particle waiting too long spawn loop subUV movie. How do I get particles to spawn without delay?

There are no delays set, and I can’t use Warm-UP because there will be a lot of particles. How do I get it to immediately spawn a particle, THEN wait for the spawn rate delay time to spawn another, rather than wait for the first particle to spawn. Thanks.
