Can't toggle options on top menu bar

Summary

When trying to toggle menu options on the top menu bar in UEFN (such as time of day or snap to grid size) Menu bar appears for a split second then disappears.

Toggle any options in the top menu bar (i.e. grid lock, time of day, etc.)

Drop down menu only opens for a second, then disappears

this has been happening for years with UE5 - If you restart the editor it should go away - It happens to me a lot when I am editing Cascade or Niagara effects where I hover too long over an option and then it kills all drop down menus.
