So this is bizzare , it was only selecting foliage again , and so i went to watch a movie and forgot and left the project on a few hours. When i came back it would select mesh’s again and the cursor changed to a regular cross, but when i select one , it (the gizmo) , only will let me move it in two of the three directions , but if i move the camera around it sometimes will let me move the 3rd direction. I am posting this info in case it may help us to figure out what is going on.
I think at least 4.22 and foliage is broken, it doesn’t look like early Z pass is working , and i cant put out even a few more foliage without it crashing.
4.25.3 , still happening and still no workaround? Moved the foliage into another level and hiding it, but keeps only selecting the foliage…

Yea i don’t think a fix was ever found , i ended up abandoning my project and starting another eventually.
Long shot but try pressing the letter T on your keyboard. I had something similar happen to me, and this corrected it.

I am having this issue, pressing T doesn’t do anything. This seriously sucks.
Ran into the same issue here, It randomly fixed itself for a brief moment when I re-opened the level.
Went to continue working and tried adding a bit more foliage, it proceeded to crash and now it has returned.
It blows, as this project has been months in the works and I fear I would restart and just run into the same bloody issue.
I tried all the solutions above, re-installing, deleting Saved, Intermediate, DDC, duplicating levels and removing all foliage, nothing has worked. There is seemingly no fix as of now.
Was able to reproduce this problem twice now, Happens when I spawn a lot of foliage in a single Map.
Tried many different solutions found, but the only one I can do to fix the issue is remove all the foliage after duplicating the Map.
So what exactly are you doing? Duplicating the map , and removing foliage on one map and then the other works? Or duplicating the map , then just having to remove the foliage in order to get control of the map back?
Does the foliage have lots of large, invisible, areas? Large cards with a transparent texture might still be selected when clicked. (That’s also a bad idea from a performance point of view, too.)
I am also having this issue as well. Whenever I try to select something it selects all of my foliage instead, I can’t even select the sky or clouds, it just shows the Up/down/left/right arrows instead of the cursor.
I am having the same problem, i have a large plane above my map with an overlay of satellite data. I am going to try deleting this first. I do have a large amount of foliage on my terrain to so hope it is not this.
I had this problem the other day after adding a lot of foliage (literally millions) to an already busy level, and this is what I did to recover:-
- Create a new level and make it a sub level of the broken level.
- Select all foliage in the broken level, right click on the sub level and migrate all selected foliage to the sub level.
- Now duplicate the broken level.
I can now open the duplicate level, the foliage is gone but that is the least of my worries, and I can once again select things normally.
It does seem to be a fault that the editor does not recover once it gets into this state.
Moral:-
Use sub levels.

But what about the foliage? , are you gonna have no foliage? Or what happens when you wanna put the foliage back?
I was prepared to lose the foliage if need be, but what I was intending to do was to try disconnecting the new Myfoliage sublevel and then attach it as a sublevel to my new copy of the persistent.
BUT,
Next day when I fired up the editor to continue, I found that my original persistent level is now ok and works with the Myfoliage sublevel without any issues selecting stuff. So it seems shutting down and restarting was a good thing. But only after migrating the foliage you understand.
Something has been refreshed and all is well.
Now, my new copy of the persistent with no foliage is actually not needed.
What I have done since is to create further sublevels and I have migrated a lot of foliage onto them. So I have trees on one, hedges on another and so on. Here is my procedure:-
- Create a level. Lets call it MyTreeLevel.
- With persistent level in viewport, Open the Levels Window and add new sublevel. Select add existing and choose MyTreeLevel.
- In Levels Window, click on Myfoliage level to make the MyFoliage sub level visible and highlight it (so viewport says MyFoliage level in bottom right of screen)
- Change to foliage mode, click on a foliage type (trees in my case) and make it active, then right click on it and ‘select all instances’
- Now right click on MyTreeLevel in the levels window and on drop down menu, click ‘migrate selected foliage to level’
- That is it. Now all the Trees have been moved from MyFoliage to MyTreeLevel
You can also select all the foliage in an area using the lasso foliage tool - note that this works like the painting tool and does not draw a line around an area like I sort of expected. Then migrate that selected area to a new sublevel.
You can also now create streaming level volume boxes and associate them with your new sublevels to load and unload selected foliage. To do this, place a streaming level volume actor on the persistent level and name it. Now click on the sublevel you want it to trigger the display of and, at the top of the Levels window click the little button to right of the ‘add new level’. This will open a window that allows you to add an array of streaming volumes - and it also has other optional behaviour.
This glitch has been a bit of a blessing in disguise since it has forced me to learn how to do things better.
