Cant package for Oculus Quest. Steam VR errors during Nativization of Modules

I need help trying to figure out why I can’t package for Oculus Quest.

I’m currently running this in a fresh build of Oculus branch of UE 4.25.4

I don’t currently use Steam VR for anything but if I disable the plugin, it causes my editor for this project to crash on startup for some reason.

Everything succeeds up to the point of Nativization of modules:
