Every time getting to this step of setting up a Creator Portal this error occurs, regardless of which creator code is chosen.

Steps to Reproduce
- click on enroll now
- It checks if I am eligible (then click on continue)
- I get an overview (click on continue)
- I need to read and accept the agreements (click on continue)
- I need to enter a valid creator code (click on continue and do the CAPTCHA)
Expected Result
After completing the CAPTCHA succesfully I would get to the next step, the tax and payout step and generally could continue the enrollment process.
Observed Result
After completing the CAPTCHA succesfully the same error message always occurs:

I meet all the requirements to set up a creator portal; my account is eligible, and I’ve tried a lot of different creator codes, all of which seem acceptable, but I still get the same error message every time, and I can’t proceed.
I am asking for help.
